Call to Order: 

Committee Chair Fletcher called to order a special meeting of the Resource Optimization Committee of the 麻豆传媒 Board of Regents at 4:32 p.m. (ET) on August 24, 2022. The meeting was held virtually via Microsoft TEAMS. The press was notified of the meeting on August 18, 2022. Hon. Pam Duncan, 麻豆传媒 General Counsel, served as parliamentarian.

There being a quorum present, the meeting began.

Approval of Minutes: 

Committee Chair Fletcher asked if there were any corrections to the May 11, 2022, minutes presented in the meeting materials. There being none, the minutes were declared approved as presented.

Updates on ROC Recommendations 

Committee Chair Fletcher asked Chancellor Williams to present and discuss with the Committee the first piece of the recommendations, an overview of efforts to increase enrollment of underrepresented minority (URM) students in dual credit. Chancellor Williams asked Alicia Crouch to assist with the presentation. After the presentation, a question was asked if data regarding URM in dual credit courses from the Council on Postsecondary Education (CPE) could be brought to the next Committee meeting. Chancellor Williams and Ms. Crouch shared that the data could be presented at a later Committee meeting.

Chancellor Williams also presented a report on the dual credit task force that encompasses many throughout the state. It looks at how to increase the URM population in dual credit throughout the state and how to help those individuals as they enroll in college. She noted that some of those tasks have been difficult due to Covid. She also shared that CPE is working with 麻豆传媒, KDE, and KHEAA to help URM students as they enroll in college statewide. Chancellor Williams and Dr. Lindon shared that some of the dual credit course enrollment will be down due to the flooding that happened in eastern Kentucky.

Committee Chair Fletcher asked each college President to share their experiences with dual credit enrollment. The Committee discussed how the colleges are reaching out to the high schools to change the idea of dual credit and to show how important it can be to students who are going to college. Committee Chair Fletcher called for more discussion and being none, she moved to the next agenda item.

Enrollment Patterns of 麻豆传媒 Graduates: In-Person Classes, Online, and Hybrid 

Committee Chair Fletcher asked Chancellor Williams to present and discuss with the Committee these trends. Chancellor Williams asked Alicia Crouch to assist with the presentation. Ms. Crouch noted that online average is up, but in-person and hybrid is starting to increase as we start to recover from the pandemic. Committee Chair Fletcher asked the college Presidents to share their colleges enrollment numbers. After discussion, Committee Chair Fletcher moved to the next agenda item.

Progress on the Board of Regents Three Approved Recommendations from ROC 

Committee Chair Fletcher shared the three recommendations and actions.

Recommendation 1 

Hire an outside entity to review building utilization/ optimization, including college operations and program offerings. Include opportunities to streamline administrative services, hubs, etc. The study will look at enrollment and potential need of consolidating certain programs.

Committee Chair Fletcher noted that an RFP has been offered and closed. The ROC Committee reviewed the vendor proposals at a special called meeting on August 17, 2022. She shared that a timeline for the study is in the proposal. A report will be provided at the September Board of Regents meeting. She also noted that the 麻豆传媒 System Office would be in the proposal and that the process will be as transparent as it can be.

Recommendation 2 

Creation of a dedicated diversity coordinator/director position at the Colleges or shared regionally (at least 50 percent of position role or higher).

Committee Chair Fletcher noted that the 麻豆传媒 College Presidents reviewed the practice at their college to respond to the recommendation. She shared that two colleges are in the process of hiring appropriate personnel and are ensuring appropriate college leaders are engaging in diversity work at both the college and system level in the interim.

Recommendation 3 

Standardization of online course quality review using 麻豆传媒 Essential Standards (鈥淜ES鈥). Policy, procedure, review, timeline for implementation, pilot with gateway courses by January 2023, full implementation end of spring 2023 (include faculty professional development, certification). Bring Senate Council/faculty into the development plan. Survey colleges on current use of KES/practices. Create Policy/procedure/practices for access/use of Student_Success data dashboard.

Committee Chair Fletcher noted that the use of the Student_Success dashboard regarding access to and use of the dashboard is being reviewed under Administrative Policy 4.2.5 鈥 Information and Information Technology Responsible Use Policy. The President鈥檚 Leadership Team affirmed the timeline and Quality Assurance

process development at their June 28, 2022, meeting. The Senate Council was informed and invited into the development of the process at the Senate Council Orientation on August 4, 2022.

Committee Chair Fletcher noted that the process and timeline will include the following:

  • Review current College practice and past work, including the Reimagining 麻豆传媒 Online Recommendations and recommendations from past workgroups, between August and September.
  • The Online Learning Peer Team will develop a common assessment plan for online course quality based on the KES and the effective practices widely shared among colleges. The Plan will include a process for reviewing current and new online courses as well as a procedure for ensuring faculty are prepared to teach online.
  • The plan draft is to be completed and reviewed through the appropriate Peer Teams to present to Senate Council for input at the October 28, 2022, Cycle A meeting. The plan will also be presented to Academic Council (the 16 Colleges鈥 Chief Academic Officers) for input at their October meeting.
  • After Council and faculty input, the final plan will be presented as an information item at the December 1-2, 2022, 麻豆传媒 Board of Regents meeting and the December 9, 2022, Senate Council meeting.

Committee Chair Fletcher noted that during Fall 2022, and based on the developed plan, Colleges will prepare for a pilot of targeted course reviews. Staff recommend focusing on three gateway courses with high enrollment, low overall success rates, and significant variability between the 16 Colleges for the pilot. She also noted the quality assurance program in Spring 2023 with information on progress and outcomes shared at the March and June 2023 Board of Regents meetings and the March and April 2023 Senate Council meetings.

Committee Chair Fletcher called for further discussion. There being none, she moved to the next agenda item.

New Business 

Chair Fletcher moved into the CPE 2022 Progress Report that she asked Ms. Rivera to post for the Committee鈥檚 review. She asked President Czarapata to share with the Committee what he had learned and to share with the Committee. The main topic is the college going rate has dropped.

Moving onto the next topic, the committee also discussed college budget breakdowns. Committee Chair Fletcher shared with the Committee a report on each colleges budget.

Committee Chair Fletcher shared that the Board would receive a report on the work the Committee is doing at their upcoming meeting.

Next Meeting 

Committee Chair Fletcher noted that the time and date for the next meeting will occur when the RFP process is ready for discussion.

Adjournment: 

Committee Chair Fletcher asked if there was any further discussion. There being none, she called for a motion to adjourn.

Regent Whitten moved that the meeting adjourn. Committee Chair Fletcher seconded the motion.
